Bug#343118: LANG=pl_PL.UTF-8 vimtutor doesn't guess encoding

In the pl_PL.UTF-8 locale, vimtutor displays corrupted text. This is
because it attempts to load tutor.pl which is encoded in ISO-8859-2 but
with no encoding declaration in a modeline or anything like that, and
vim's normal encoding fallback tries to interpret it as ISO-8859-1.
Either a UTF-8 variant of the Polish tutorial needs to be provided, or
the encoding of the document needs to be declared in a modeline or
similar (if possible; my efforts to do this failed).
