New upload

[James Vega]

I'm currently building a new upload and will commit my changes after I
send this email.  This commit is a bit larger than I intended it to be
since I've been accumulating various fixes.  I haven't tested upgrading
from 1:6.4-004+1 (the last package before we re-shaped the packaging) to
verify #369740 yet.  I'll do that after this build finishes.  If there
aren't any other comments/objections, I'll upload tomorrow.  Then we'll
have a (hopefully) clean package that can transition to testing.
