This is because some dependencies were out of date on the arm buildd
when the 1:7.0-017+8 package was uploaded and therefore didn't build on
arm.  vim-runtime is an Arch: all package and thus doesn't need to be
built so it is current on arm and is preventing the other (older)
packages from being installed.  I'll see if vim can be requeued on arm.
