Bug#368024: vi doesnt use /etc/vim/virc file

Hi, I just upgraded vim from 6.4 to 7. I used to use vim from the 
command line calling only 'vi', not 'vim'.

Now, using 'vi', it starts vim using compatible mode, which I don't want 
to use. There is a /etc/vim/virc where it is said that this file is used 
when vim is invoked as vi. But adding options in there such as:

set nocompatible
syntax enable
set background=dark

Doesnt work. If I run vi, then type

:set nocompatible
:syntax enable
:set background=dark

it works, so the problem is not in vim. It's like the file isn't used, 
while the header says it should.
