Given a paragraph like
first line % some comment
second line
%third line
fourth line
using gq to reformat will append the second line to the first, like
so:
first line % some comment second line
%third line
fourth line
which is clearly wrong. The reformatting seems to honour lines
starting with a comment character, but not lines containing
a comment character.
