Bug#499563: Please warn when using "vim-addons install" as root

I would find it extremely useful if "vim-addons install" displayed a warning
when run as root.

My brain must think "Oh, I'm installing something, so I therefore require
root" and my fingers respond by prefixing with sudo, resulting in dirs in
~/.vim that are owned by root, etc.
