The text at the top is, according to translate.google.com, guidance for
translators.

Without explicit license, the assumption is that the translation is
provided under the same license as Vim.  Vim's license doesn't require
distributing the copyright notice, so it isn't strictly necessary to add
it to d/copyright.  I've done that on a best-effort basis where I see
people explicitly mentioning copyright.
