Thank you. I think you confused the name of the module with the name of
the package. Try using:

  --add-modules java.xml.ws

instead of:

  --add-modules javax.xml.ws

This will work for OpenJDK 9 and 10. For OpenJDK 11 we'll have to
package the JAX-WS API separately, I'll look into this.
