I thought that could be my case too, but I've found some problems compilling 
Unicall stuff without it.

My packages for the Unicall abstraction layer does need it:

More specifically the asterisk-chan-unicall package, if I remember correctly. 
I mean, if it doesn't hurt, why not to include it? The chan_unicall.so 
channel used to be put inside the asterisk/channels/ dir to compile properly 
because the Makefile for channels just knows where to look for this header.

I think it would be even more difficult to merge Unicall code into the 
Asterisk package, right? :-) for I opened this bug.

PS: maybe the "should" word might be changed to "could"...
