GCC transition

 As it has been announced today, transition to GCC 4.0 will begin this
week [1].

 This affect us in pwlib and openh323 and other packages depending on
them, as they must be built with new versions.

 It seems that Ubuntu people has yet made the work of changing the name
of openh323 and pwlib packages, so I will apply the changes and make an
upload as soon as every lib we depend on is recompiled and uploaded with
gcc4.0. After that, we will also need to compile packages depending on
those libs, so I would like to have some help.
