mpg123 is availble from non-free. If this is for your personal use, just
get the package from there.

If you want to distribute it, and notice that the homepage of mpg123
says it is GPL, you'll notice

I've exchanged some emails with the author. He plans to eventually
release a new version which will properly have a different license.
Maybe it will be good enough for me to start redistributing it. But I
figure I'll try to work around the extra CPU load of that MOH decoding
anyway.
