well, that's the second of two headers which technically might be worth
a -dev package, but which we've for historical reasons included in
zaptel-source to not go through NEW again. They are needed for building
anything that does depend on zaptel (zaptel.h) or on the torisa (not
sure if there's a deb, but upstream makefile installs that header, so i
felt it appropriate for the deb to have it too).

To make it short, it should not be removed, it should be replaced by a
genuine copy. ;)
