spandsp 0.0.2-pre17

Hi

I've just uploaded to http://tzafrir.org.il/rapid/ packages of spandsp
0.0.2pre17. I have also updated the spandsp plugins package.

In the spandsp package, I had to remove the amd patch to make it build.
It seems that the relevant code has moved elsewhere. Anybody with an
amd64 system wants to sort out this issue?

The author seems to recommend to use pre17. It seems to include quite a
few fixes. Does it break things?
