Have you taken a look at Freeswitch:

http://freeswitch.org/

They are using Sofia-SIP as the SIP stack which offer pretty much all of 
the above (TLS, 3263, IPv6... I guess ANAT is the only one missing as that 
is not handled by the SIP stack). Freeswitch has not taken all the 
features in use, but they have been progressing pretty fast.
