Bug#405502: zaptel: missing support for Xorcom Astribank

The driver of zaptel/xpp (the Xorcom Astribank) in versions up to 1.2.11
is an older version of that driver that does not support most of the new
devices. In order to support the current devices, the xpp directory from
aptel 1.2.12 should be used (or zaptel 1.2.12 as a whole).

In addition, the current package only supports firmware loading through
hotplug. To support firmware loading through udev, the following udev
rules are needed:
