Licencing for iLBC components of asterisk

I have an open issue internally on this exact problem, and no progress
has been made yet. I will try to get something moving.

This is correct.

I do not have an answer to that question yet, but there is a larger
concern: unless Digium has a *different* license than the one that GIPS
has posted on the Internet, nobody has permission to redistribute the
code without also agreeing to that license separately.

I don't know what this means for distribution packagers, and I suspect
strongly that Digium does not have any sort of special license to the
code that allows redistribution, but I'll let you know as soon as I can
get any answers.
