Foreign language asterisk sounds

Given that they are different upstream tarballs, I would prefer to have 
different packages.

The asterisk package is already large enough, doing uploads, and munging 
another set of tarballs at build time may make things more complex.

The other asterisk-prompts-{de,fr,it,se,es-co} are different sources and it 
isn't a problem at all updating when there have been new releases.
