The sf.net generic download exists in pkg-gnome already. Loic Moinier
has put a great CDBS patch into gnome-pkg-tools:

You may also want to check the others for non-sf.net-downloads.

I think we can make the CDBS sniplets move from gnome-pkg-tools to the
CDBS package if they're useful for a greater audience? Can you check if
they work as are for your purposes? Where would you see them fit - some
buildserver-net-pkg package with those patches is probably too generic,
but we can make it package-helper if we want some new standalone
package, as it's not only CDBS, but can also be used by "regular"
packaging.
