Update to Speex

I could do that, but then isn't it just simpler if you ship 1.2beta3 for
a while? Also, that'll give me time to let the codec get extra QA. I
really want to make sure that not only the main path (which is the only
thing most apps use) is correct, but also the corner cases and the
fixed-point port. But in general, you should consider a floating-point
beta release of libspeex to be far more stable than any (e.g.) gnome
release ever made. Not because I'm a great programmer, but because the
program flow is trivial.
