Bug#468472: ser: uninformative module descriptions

Some of the module packages have useless short and/or long
descriptions:

  ser-acc-db-module - contains the ser acc module, with db support

(No kidding?) Also, it's "SER", not "ser".

The ser-cpl-module also has a useless long description:

   "This has been split out of the main ser package, so that ser will not
   depend upon libxml2."

This is probably irrelevant for a user, and could be replaced with an
explanation of what CPL is used for.

  ser-acc-db-module - accounting module for SER, with database support
  ser-acc-radius-module - accounting module for SER, with RADIUS support
  ser-cpl-module - Call Processing Language interpreter for SER
  ser-jabber-module - Jabber interface for SER
  ser-mysql-module - MySQL database connectivity module for SER
  ser-pa-module - presence server module for SER
  ser-postgres-module - PostgreSQL database connectivity module for SER
  ser-radius-modules - RADIUS modules for SER
