The problem seems to be basically that you don't get disconnect
notification from your provider (or don't understand it).

Where are you from?

Can you post your zapata.conf?

Do you have disconnect notification through:
* polarity reversal?
* power denial?

If not, you'll have to use busydetect to detect disconnecting of calls.
