FWIW, depending on the virtual package libc-client-dev is not an option
for asterisk since:
a) libc-client-dev was a real package in etch,
b) the version in etch is not sufficient for asterisk to build (too old)
c) dpkg doesn't support versioned b-d on virtual packages
d) apt prefers real packages over virtual ones

and hence asterisk will FTBFS on systems that have etch in their
sources.list.

All of these would be solved if the -dev package would be renamed to
libc-client-dev again, as it was in etch.
The API doesn't change over versions, AFAIK.

See #458877 for more.
