Bug#545093: linphone should depend on specific liblinphone3 version

linphone-3 is unhappy with my installed liblinphone3 version.  linphone should depend
on the appropriate library version (in this case likely 3.1.2-2+b1?).

The following is the output when I run linphone-3:
