The latter. Note that it has already been fixed: See
http://bugs.debian.org/552604 . I would suggest that you check that
before updating the report.

The change from Required-Start: to Should-Start: is actually from a
slightly later version, IIRC.

Anyway, thanks for bothering to send your fix and not keeping it local.
