I played with this a bit, and by default mumble tries to open
/dev/input, and failing that uses xinput 2.0.  Now I ran mumble as root
and then it was able to open /dev/input and both PTT and changing hot
key setup (Bug #714701) we then working again.

I suspect that the X server upgrade has broken Xinput 2.0 in some way.
