Bug#655086: this seems to be a problem in asterisk

What patch? I see in the bug report a patch vs. libcapi that is not
relevant to asterisk. Asterisk does not build-depend on libcapi. The
asterisk package does not build /usr/lib/asterisk/modules/chan_capi.so .

What am I missing here?
