No chan_local.so. Debian 9.1. Asterisk 13.14.1

I am at 1:13.17.1~dfsg-1, I do not find a chan_local.so on the
filesystem neither. Hwoever, Dial("Local/... from my dialplan
just works.

Maybe you could just try to see if if works?
