I think it's time to remove t38modem from Debian. If you object,
please reply immediately.

ptlib and opal haven't had new releases since 2016. Its most prominent
client, ekiga, hasn't had a new release since 2013. t38modem hasn't
had a new release since 2011 (although there is a fork at
https://github.com/PeteDavidson/t38modem with the last release a year
ago).

The more immediate concern is that ptlib is one of the packages
blocking the openssl 1.0 removal and it doesn't look like anyone here
or in other distros is working on fixing that issue. There was this
recent commit but it doesn't look promising for openssl 1.1 support
either.

There has been no response to any of the RFA bugs for ptlib, opal and
ekiga in more than 6 months. So I'm filing similar removal bugs for
those too.
