Bug#1037524: libortp: still missing -lbctoolbox (was: Bug#994437: fixed in ortp 1:5.0.37-1)

Sorry, I did suggest to add it as "Requires:" (not private) and
added a simple demo program to check it.

I didn't know these details and history either (my code using the
library was a few years old then, so I didn't remember all of it at
the time), just saw the error message and found that adding
-lbctoolbox fixed it.
