[pkg-wine-party] Bug#816014: /usr/bin/wine hides errors by default

Hi,

I just pushed a commit to fix this, see below. This doesn't remove the
Debian specific WINEDEBUG code as requested, but re-enables "err" level
output (but not fixme which is also part of the upstream default) and
documents this.
Please note that this topic has been discussed several times in the
