/etc/GNUstep/Defaults/menu.hook

Removing ~/GNUstep/Defaults/WMRootMenu brings back some/most of the
applications, although all the submenus are somewhat annoyingly nested
under an "Applications" submenu.

Also, /etc/GNUstep/Defaults/menu.hook doesn't exist.
