Wmail Salsa Repo

I created a repo for wmail:

  https://salsa.debian.org/wmaker-team/wmail

There are a couple of changes that need to be made to the settings: I
accidentally named the project "wmail packaging" instead of "wmail," and
I forgot to allow developers to push to master, so currently I can't.
Would you mind sorting those out?

I've used gbp plus quilt for the packaging.  I've imported the 2.1
upstream release.  I've got a few more changes to push before it is
ready for review.
