[pkg-wpa-devel] 0.5.5-1 release candidate prepared

The first debian revision of the recent upstream 0.5.5 release is prepared:

Among the highlights:

* expose dbus interface, future NM builds will need this
* start wpa_cli action daemon in post-up phase of ifupdown
* a bit of shell code cleanup => common shell function lib
