I agree. We cannot and don't want to provide a complete and complex
roaming solution in the wpasupplicant package. This is up to network
policy daemons like network-manager.

Let me give an example: What if you want to stop wifi when you plugin an
ethernet interface? Or what if it should do interface bonding? No, let
that up to a policy daemon.
