[pkg-wpa-devel] Bug#576376: wpasupplicant: should not start if no wlan device is present

/etc/wpa_supplicant/ifupdown.sh even starts if no wlan device is
available (at least with ifconfig).
imo that is not necessary, instead it should only start if an actual
wlan device is ifup'd.
