I've applied your change to the packaging Vcs in 
http://anonscm.debian.org/viewvc/pkg-wpa/?view=revision&revision=1628
mostly on the merits of crda (recommends), it will be part of the next
upload to Debian. While upstream has released iw 3.2 today, already 
merged into our packaging Vcs, we don't have a hard ETA for uploading 
it yet.
