I suggest to replace
  Recommends: libcec2
with
  Recommends: libcec2 (>=2.1.4)

(according to
http://forum.xbmc.org/showthread.php?tid=169084&pid=1463841
2.1.3 should suffice, but I don't think there's a package for that specific
version)

   Updating xbmc from 2:12.3+dfsg1-3 to 2:12.3+dfsg2-4

   Start xbmc
