We cannot because we need to keep the changelog entry updated between -1 and -2,
and the right place to do that is the -2 changelog itself, even if incomplete! 

If we make uploads to experimental or unstable we will of course bump up the
version number... But people getting the package from svn I guess are part of
the development team or are following it close enough to know that they will
need to upload!

By the way, while we talk about versioning, shouldn't we call it
3.0.1+hg20060203 or something if we plan to upload the xen-3.0-testing branch?
