It misses a version check.

| Packages should NEVER create files in /etc/udev/rules.d/, but create a
| symlink the first time the package is installed (and never try again, to
| allow the local system administrator to remove it).

Please fill a bug against alsa-utils if it is missing there also.

Read debian-devel about the state of /var/run. It me be complete clean
on boot.
