Ooops, ugly duplicate. Sorry.

Regarding the way to reproduce this (Re: #398372), it is quite easy:
udev is priority important, not required, so you can't assume that it is
available on the system if you don't depend on it.

Installing the package without udev installed reproduces the failure.
