This should be a separate bug report, since there are different
hotplug scripts for vifs and vbds. Can you file a new report, and make
sure to include 1) the network backend, and 2) whether this is an HVM
or PV guest? Also, check xcp-xapi.log to see if there are any lines
that look like "waiting for xenstore", or something similar.
