I am member of the Debian Xfce team. For the first part, exo and thunar
are in our svn (http://svn.debian.org/wsvn/pkg-xfce) and will be
uploaded to unstable soon (thus they need some testing even before
uploading).

For the latter, you don't have to be a DD (i am not) to help us, you can
just create an account on alioth (http://alioth.debian.org) and join
pkg-xfce team. I plan (maybe during the next two weeks) to import work
from ubuntu team, if they agree, for the few apps that are not in
unstable nor our svn yet (no need for duplicate work). I prefer to take
some time to see debian/ files and learn from other work so it takes
some time :)

We idle on irc (#debian-xfce at freenode) if you need to discuss this.
