Hmm.  Yeah the control file I have here does to.  Maybe it's an artifact
of using svn-buildpackage?  I got errors when I didn't have it installed
about trying to include files which didn't exist into the Makefile and
assumed it didn't build-depend on it but it does so I'm just confused
now.

Haven't built against 4.0 yet.  I'll have a play later.
