We could put all the plugins in one singular package...
Well, we don't have such a "a-lot-of-plugins" package, but only the
xfce4-goodies package, which is actually a virtual package, with 
dependencies on the most commonly installed plugins.

My personal opinion is that it is reasonable to have one singular
deb for each goodie, but others may disagree.

Thoughts?
