xfwm can set the transparency for various types of windows. One of these types is "popup window", such as 
tooltips, menus, etc. But this type also includes screensavers, such as xscreensaver and gnome-screensaver.

Screensavers should either be set as 100% opacity, or have a separate opacity setting.
