That's exactly that:

corsac at hidalgo: grep Inherit /usr/share/icons/Rodent/index.theme
Inherits=Tango,gnome,Industrial

So everything is normal. If an icon is not in Rodent theme, it's search
in Tango, gnome or Industrial theme. (and if none of these theme is
installed, a stock icon is used afair)
