They changed from just this behavior to the current one, so I don't think
they'll change it.

If you still think this is a bug, you may want to argues this directly with
upstream, but we won't diverge from them on this point.

The only valid point in this is that the Keyboard Settings should be able to
detect that a shortcut is already taken, which it's not yet able to do. I'll
check with upstream on that.
