OK, I tried with gnome-panel instead of xfce4-panel and it works indeed (with
"Restart Stype" set to "Immediately").

If you don't mind I'd like to reassign this bug to xfce4-panel.

The intended use was to automatically restart stuff like xfce4-power-manager
which segfaults occasionally.  xfce4-panel was just my guinea pig.  I just
switched from gnome and this was the way I dealt with this kind of annoyances
there.
