[Pkg-xfce-devel] Bug#611841: xfce4-panel clock does not notice time zone changes

The clock panel item does not appear to notice time zone changes.  

I like having the time on my panel, using LCD mode to keep it small, 24
hour time, displaying just the hours and minutes.  I travel a lot, and
so change the system time zone setting relatively frequently.  When I
use 'dpkg-reconfigure tzdata' to update the time zone from a shell, the
clock does not notice the time zone has changed, and there appears to be
no way from the gui to force it to rediscover the time zone. 

Manually killing and restarting the xfce4-panel process works,
suggesting the clock is only looking at the time zone during startup.  I
would be satisfied with either a way to manually force the clock item to
rediscover the time zone from the gui, or a code change causing it to
notice such changes by itself on some reasonable interval.

I see that this was reported and supposedly fixed in libxfcegui4 4.4.2,
but that predates my use of xfce4, see Debian bugs #429380 and #387050.
