I think this might be because you're starting Xfce with “Default
Xsession” (which might be the default in gdm) instead of “Xfce Session”.
In the former case, it runs the default session manager, which is
xfce4-session directly. In the latter case it runs startxfce4 which will
prepare the environment and, for example, start xscreensaver if
available.

I'm not sure if there's a way for us to specify we want to change the
default gdm session but in any case we need a solution for this at least
for the default setup since a lot of people have related problems.
